308.1This section of the Land Use Element focuses on land use issues within the District’s neighborhoods. It begins with a set of broad policies which state the city’s commitment to sustaining neighborhood diversity and protecting the defining characteristics of each community. This is followed by a discussion of neighborhood appearance, particularly the treatment of abandoned and blighted properties. This section then turns to a discussion of residential land use compatibility issues, followed by a discussion of neighborhood centers and commercial land use compatibility issues. 308.1
