Section 10-B2111. PRE-HEARING REVIEW

2111.1Prior to public hearing, the proposals shall be reviewed under the procedures set forth in this section.
2111.2Proposals received as the result of a public offering document shall be reviewed by the Department staff.
2111.3All proposals shall be transmitted for review and comment to community organizations, including the Project Area Committee ("PAC") in the project area in which the offered site is located, the local Advisory Neighborhood Commission(s) ("ANC's") whose boundaries encompass the offered site, and when appropriate, other organizations within the community surrounding the offered site which, in the opinion of the Department, represent a broad cross-section of the community.
2111.4The Department shall make a reasonable number of copies of the submission documents constituting the proposal available to each community organization. However, if large architectural plans are submitted, the Department shall not be required to reproduce those plans, but should distribute whatever extra copies of the plans that are received as part of the submission.
2111.5The community organizations shall have thirty (30) days from the date copies of proposals are received to provide the Department with written comments and recommendations. For good cause, the Department may shorten this time consistent with applicable law.
2111.6When necessary to the selection process, within a reasonable time after distribution of the proposals to the community groups, the Department shall schedule, with the consent of the Board, interviews with each of the prospective developers submitting a proposal.
2111.7Notices of interview schedules shall be distributed to each community organization receiving a copy of the proposal. Notices shall indicate the date, time, and place for each interview.
2111.8The interviews shall be conducted by a panel consisting of members of the Board, one (1) of whom shall act as chairperson, and members of the staff selected by the Director of the Department.
2111.9Community representatives may be invited to sit on the interview panel.
2111.10Each member of the interview panel shall have the right to ask questions and to request the interviewee to supply additional information or clarification that may be needed to complete the review of the submission.
2111.11Prior to the interviews, the Department shall prepare and submit to the Board a written analysis of the proposals. The analysis shall reflect any community group comments.
