Section 10-B2132. OTHER ASSISTANCE TO DISPLACED BUSINESSES

2132.1Where desired by a qualified business, the Agency shall assist in the relocation of the qualified business into interim and permanent relocation lease space within the Downtown Urban Renewal Area by doing the following:
(a)Providing qualified businesses referrals to vacant lease space;
(b)Requesting redevelopers to assist with relocation efforts by providing referrals to lease space; and
(c)Providing, where practicable, interim relocation space in Agency-owned properties located within or outside of the Downtown Urban Renewal Area.
2132.2It shall not be considered practicable for the Agency to provide interim relocation space in Agency-owned properties if any of the following apply:
(a)The development of the property is expected. Development shall be considered to be "expected" if the contract of sale has been executed or is expected to be executed within one (1) year from the date the qualified business is expected to vacate;
(b)The property is leased to one (1) or more tenants;
(c)The cost of rehabilitation of the property does not reasonably compare to the expected rental income from the property; or
(d)The property may pose a threat to health and safety of the qualified business.
2132.3The Agency shall identify management training and counseling programs prior to the relocation of the qualified business and may assist the qualified business to obtain training so that the business will be better able to operate in new space. Assistance may be provided as follows:
(a)Directly by Agency staff or the Agency's designee;
(b)Through relevant course work at local educational institutions;
(c)Through assistance provided by business consultants; or
(d)By other suitable similar means.
2132.4On all retail core sites the Agency shall require all redevelopers to offer a priority of opportunity to lease space in the new buildings for businesses in the project area displaced by public action.
