    3003.1Each owner shall have the right to present to the Board in person, through counsel, or through other representatives, his or her case or defense by oral and documentary evidence, to submit rebuttal evidence, and to conduct examination and cross-examination that may be required for a full and true disclosure of the facts.

     

    3003.2Unless a more limited roll is prescribed by the Board, any other party, other than the owner, to a proceeding before the Board may present oral and documentary evidence, submit rebuttal evidence, and conduct examination and cross-examination that may be required for a full and true disclosure of the facts.
