Section 10-B3200. GENERAL PROVISIONS

 

3200.1The purpose of this chapter is to set forth the policies and basic procedures for disposition of real property owned by the District of Columbia and under the control of the Department of Housing and Community Development. This chapter incorporates by reference U. S. Department of Housing and Urban Development (HUD) regulations made applicable to the disposition process by the use of several funds from the acquisition or development of real property.

 

3200.2The provisions of this chapter shall apply to all property owned by the District of Columbia and under the control of the Department of Housing and Community Development which is proposed for redevelopment or a combination of redevelopment and rehabilitation, whether the disposition of the property is for public or private reuse.

 

3200.3This chapter shall apply only to the following actions:

 

(a)Determination of the types of dispositions;

 

(b)Form of offering;

 

(c)Content of offering;

 

(d)Selection criteria;

 

(e)Selection process;

 

(f)Changes subsequent to selection; and

 

(g)Modification of the Land Disposition Agreement.

 

3200.4The timing of dispositions, the monitoring of the selection process, and post-contract or lease activities shall be determined by the Department of Housing and Community Development (also referred to in this chapter as the "Department") unless otherwise set forth in this chapter.

 

3200.5The Department may, for good cause, extend times for submission of proposals or other documents required to be submitted under the provisions of this chapter, a prospectus, or an Exclusive Right Agreement, or otherwise modify the requirements of those documents.
