Section 10-B4002. APPLICATION PROCESS

    4002.1DHCD shall have the authority to establish, and shall announce from time to time, its requirements for receipt of applications for assistance from non-profit organizations under the Nehemiah Program. All applications shall be in a form prescribed by DHCD.

     

    4002.2DHCD's announcement soliciting applications under the Nehemiah Program shall be published in the following:

     

    (a)At least one (1) newspaper of general circulation in the District of Columbia;

     

    (b)In one (1) or more newspaper(s) serving minority communities in the District of Columbia; and

     

    (c)Other publications as determined by DHCD.

     

    4002.3With the application, DHCD shall provide general information, in a form prescribed by DHCD, which may include, but not be limited to, the following:

     

    (a)The deadline date(s) or other alternative timing requirements for submission of applications;

     

    (b)The amount of funding available for the applicable period of the announcement described in §4002.1;

     

    (c)When and where application material and instructions may be obtained;

     

    (d)The general application approval process to be used by DHCD, such as competitive selection or other alternative means of approval;

     

    (e)The eligibility, feasibility, evaluation, ranking and selection criteria, if any, of projects to be funded;

     

    (f)A listing of all documentation which is to accompany all Nehemiah Program applications; and

     

    (g)A detailed description of the features of the Nehemiah Program and the financial assistance available to applicants.

     

    4002.4In the application, the applicant shall provide information specific to the Nehemiah project, in a form prescribed by DHCD, which may include, but not be limited to, the following:

     

    (a)A Nehemiah Housing Development Plan, as required by §4003.6;

     

    (b)A description of the property, and a map indicating the location of the property and the neighborhood served by the applicant;

     

    (c)Certified true copies of the non-profit organization's charter, including District certification, Articles of Incorporation and bylaws or other instruments for governance, and a copy of a currently effective ruling from the Internal Revenue Services (IRS) evidencing the organization's tax-exempt status under § 501(c)(3) of the Internal Revenue Code (or copy of application to IRS for tax exempt status);

     

    (d)Names and positions of all governing officers or board members of the organization;

     

    (e)A current financial statement for the organization, including balance sheet, statement of income and expenses, and audit or other certification of financial information including information on the availability of funds consistent with §4003.7;

     

    (f)A description of the applicant's past experience or capacity to undertake the project, and current resumes or qualification statements of all proposed development team members and consultant(s);

     

    (g)Evidence that the organization is neighborhood-based as defined in this chapter, and that the organization has the support of residents within the neighborhood for the project;

     

    (h)Sketch plans for site development, typical unit plans and typical floor plans; and

     

    (i)Copies of all private lender or investor financial commitments made for the project.
