Section 10-B4301. PUBLIC NOTICE AND PROPOSAL SUBMISSION PROCESS

    4301.1The DHCD shall publish Notices of Funds Availability (NOFA's) soliciting Proposals to develop properties under the HoFEDD Program in the following publications:

     

    (a)At least two (2) newspapers of general circulation in the District of Columbia; and

     

    (b)In newspaper(s) serving minority communities in the District of Columbia.

     

    4301.2The DHCD may establish time periods for receipt of proposals or may establish a process for the submission of unsolicited proposals for loans under the HoFEDD Program.

     

    4301.3The NOFA shall provide information necessary for applicants to obtain sufficient instruction to prepare and submit a proposal. That information may include, but not be limited to, the following:

     

    (a)The amount of lending authority available under the HoFEDD Program;

     

    (b)The authorization to solicit proposals;

     

    (c)When and where a Request for Proposals (RFP), application form or other instructions may be obtained;

     

    (d)The earliest date a RFP or application materials may be obtained and the closing date, if applicable, for obtaining the RFP or materials;

     

    (e)The name, address, and phone number of the DHCD official to be contacted for additional information;

     

    (f)The deadline date for submission of proposals; and

     

    (g)Any evaluation or ranking criteria proposed for review of proposals.

     

    4301.4All applicants shall submit proposals to DHCD in a form prescribed by DHCD. The RFP or application form or other instructions for submission of proposals shall include, but not be limited to, the following information:

     

    (a)The types of projects that shall be eligible to be funded;

     

    (b)The types of DHCD loans that shall be available;

     

    (c)Applicant eligibility standards;

     

    (d)The maximum loan principal available to each applicant; and

     

    (e)The type of proposal form or format to be used, the location for proposal submission, and the number of copies of the proposal to be submitted.

     

    4301.5Proposals which do not contain all of the information and materials required by the application form or RFP, whichever is applicable, shall not be considered by DHCD.
