Section 10-B6100. PUBLIC PURPOSE OF THE RETAIL INCENTIVE ACT OF 2004

6100.1The Retail Incentive Act of 2004 (Act) is intended to provide a means to: (1) encourage commercial development in the District of Columbia; (2) expand the tax base through the use of tax increment financing; and (3) provide economic assistance to encourage development of retail facilities in the District of Columbia in Retail Priority Areas.
6100.2Retail Priority Areas include the Downtown Retail Priority Area (as defined in the Act) and any other areas or areas in the District of Columbia designated by the Mayor and approved by the Council.
6100.3The Act provides that the Mayor is also to designate the areas known as Columbia Heights, Georgia Avenue, Minnesota/Benning, Shaw, and H Street, NE Corridor as Retail Priority Areas.
