Section 14-2500. GENERAL PROVISIONS

    2500.1The purpose of the District of Columbia Home Purchase Assistance Program (HPAP) shall be as follows:

     

    (a)To provide financial assistance to lower and moderate income residents of the District;

     

    (b)To enable lower and moderate income residents to purchase decent, safe and sanitary homes within the District;

     

    (c)To enable lower and moderate income residents to make a down payment toward the purchase of a home within the District; or

     

    (d)To enable lower and moderate income residents to make a share payment or other payment to a housing cooperative to secure occupancy rights to a home within the District as his or her principal place of residence.

     

    2500.2The administration of the Program shall be the responsibility of the District of Columbia Department of Housing and Community Development (DHCD).

     

    2500.3The DHCD may, in its discretion, contract with a qualified contractor(s) for the operation of the Program, consistent with this chapter.

     

    2500.4No officer, employee or agent of the District of Columbia Government who exercises any functions or responsibility in connection with the administration of the Home Purchase Assistance Program shall be allowed to have any interest, direct or indirect, in the proceeds of a loan or any contract entered into by the applicant for the purchase of property financed in whole or in part with the proceeds of the loan. However, District of Columbia Government employees otherwise eligible may receive loans in accordance with the procedures, rules and regulations of the Program.

     

    2500.5The Director, for good cause shown in writing, reserves the right to waive any provision of this chapter as he or she considers appropriate.

     

    2500.6The DHCD may establish other administrative procedures as it deems necessary to insure effective administration of the Program, consistent with this chapter.

     

    2500.7The DHCD shall provide financial assistance to applicants on terms related to the applicants’ income level.
