Section 14-3003. ELIGIBILITY

    3003.1Persons eligible for assistance under the Program shall satisfy the following qualifications:

     

    (a)The person shall be a lower or moderate income senior citizen;

     

    (b)The person shall be a resident of the District of Columbia;

     

    (c)The person shall own and occupy the property which:

     

    (1)Is eligible for assistance under § 3003.3; and

     

    (2)Has been the applicant’s principal place of residence for at least three (3) years prior to the date of application for assistance under the Program; and

     

    (d)The person shall show evidence of ownership of the property by title, deed, or recorded land installment contract.

     

    3003.2Lower income applicants shall be given priority consideration for program participation.

     

    3003.3Properties eligible for assistance under the Program shall meet the following requirements:

     

    (a)Be a dwelling unit;

     

    (b)Be located in the District of Columbia; and

     

    (c)Have housing deficiencies as determined by DHCD, which present a threat to the health and safety of the occupants.

     

    3003.4The types of eligible work items shall include, but not be limited to, the following:

     

    (a)Roofing;

     

    (b)Heating, ventilation, air conditioning and other energy related repairs;

     

    (c)Electrical system;

     

    (d)Plumbing system;

     

    (e)Exterior or interior stairs/ramps;

     

    (f)Porches; and

     

    (g)Foundations, walls, ceilings, and floors.
