    3817.1Any party to an appeal may file a motion with the Commission requesting the issuance of a subpoena requiring the production of documents or the attendance and testimony of witnesses, or a subpoena may be issued by the Commission on its own initiative.

     

    3817.2Request for subpoenas shall meet the following requirements:

     

    (a)Be submitted in writing;

     

    (b)Shall specify with particularity the books, papers, or testimony desired; and

     

    (c)Shall be served on the Commission and opposing parties at least ten (10) days before a hearing is scheduled.

     

    3817.3The Commission shall rule promptly on request for subpoenas.

     

    3817.4A subpoena may be served in the same manner and by any person authorized by the civil rules of the Superior Court of the District of Columbia; provided, that no witness fees are required.
