9201.1The purposes of the HCV/HOAP are to:

(a)Provide safe, adequate and affordable housing;

(b)De-concentrate areas of geographic poverty;

(c)Encourage upward mobility;

(d)Foster economic self sufficiency; and

(e)Increase home ownership, while minimizing mortgage default risk.
