Section 16-303. QUALIFICATIONS FOR LICENSES

303.1To be qualified for a dealer's license, an applicant must demonstrate the following to the satisfaction of the Director:
(a)That the applicant is trustworthy;
(b)That the applicant intends to act as a bona fide dealer;
(c)That the applicant has, or has employed a managing employee who has, substantial experience or training or education in the business of selling motor vehicles; and
(d)That the applicant will, if licensed, carry on the business of a dealer in a place of business for which a certificate of occupancy to conduct that business has been issued.
303.2To be qualified for a salesperson's license, an applicant must be found by the Director to be trustworthy and to have the intention to act as a bona fide salesperson.
303.3To be qualified for a sales finance company license, an applicant must be found by the Director to be trustworthy and to have the intention to act as a bona fide sales finance company.
303.4To be qualified for an automobile repossessor's license, an applicant must be found by the Director to be trustworthy and to have the intention to act as a bona fide automobile repossessor.
303.5If any employer, partner, or employee of an applicant for an automobile repossessor's license or any person exercising control, directly or indirectly, over the applicant is himself or herself deficient in the qualification of trustworthiness so that he or she would not be entitled to a license in his or her own name, that deficiency may be deemed to be a deficiency of the applicant.
