3325.1In a hearing resulting from a proposed action under § 3315.1, the District shall have the burden of proving, by a preponderance of the evidence, that the action should be taken.
3325.2In a hearing resulting from a proposed action under § 3315.3, the applicant shall have the burden of proving, by a preponderance of the evidence, that the applicant is qualified to be licensed or certified.
