4115.1In a hearing resulting from a proposed disciplinary action under § 4102.1, the District shall have the burden of proving by a preponderance of the evidence that the action should be taken.
4115.2In a hearing resulting from a proposed action to deny a license, certificate, or registration under § 4102.3, the applicant shall have the burden of satisfying the board of the applicant's qualifications by a preponderance of the evidence.
