Section 19-3512. STANDING COMMITEES

3512.1The Board or the Council may, in their discretion, appoint one or more Standing Committees to manage the affairs of the Council to the extent and within the limitations provided by the authorizing motion, except that the Board may not delegate its power to make program decisions.
3512.2Membership on each such Standing Committee shall be open to all of the Council’s members.
3512.3The Chairperson of the Council shall appoint the chairperson of each such Standing Committee from among the Council’s membership. They shall serve at his or her pleasure or until replaced by the appointees of any succeeding Chairperson.
3512.4A meeting of each Standing Committee shall be called at the discretion of the Board.
3512.5The presence of sixty percent (60%) of the members of each Standing Committee shall constitute a quorum.
3512.6The Chairperson of each Standing Committee shall present a full report on the activities of such committee at each regular meeting of the NPC.
