    4308.1A Blanket Purchase Agreement (BPA) may be used as a simplified method of filling anticipated repetitive needs for supplies, services, books or other items by establishing charge accounts with suppliers.

     

    4308.2A BPA shall not exceed the simplified procurement limitation of one hundred thousand dollars ($100,000).

     

    4308.3The CCO may establish a BPA if one (1) or more of the following criteria apply:

     

    (a)There are a wide variety of items in a broad class of supplies or services that are generally purchased, but the exact items, quantities and delivery requirements are not known in advance and may vary considerably.

     

    (b)The administrative cost of issuing numerous purchase orders can be reduced through the use of this procedure.

     

    4308.4A BPA shall not be used for any supply, service, books or equipment for which a requirements type contract has been issued by the Library.

     

    4308.5The CCO shall not use a BPA to authorize procurements that are not otherwise authorized by law and shall not procure from a BPA to avoid the simplified procurement limitation.

     

    4308.6A BPA shall be considered terminated when the procurements under it are equal to its total dollar limitation or when the stated time period expires.
