Subsequent to the adoption of the regulations set forth in this chapter, the Office of the Chief Medical examiner was "established as a subordinate agency in the executive branch of the government of the District of Columbia." D.C. Official Code § 5-1402(a) (2001 ed.). The functions assigned and authority delegated to the Office of Chief Medical Examiner previously established by Commissioner’s Order 71-16 were expressly transferred to the newly established office. D.C. Official Code § 5-1416 (2001 ed.).
