Section 22-B9501. AUTHORITY AND RESPONSIBILITY OF THE OFFICE OF MATERIELS MANAGEMENT

9501.1The Executive Director shall designate the Contracting Officer (the “CO”). The CO shall be familiar with public procurement of supplies, services, and construction.
9501.2The CO shall adopt operational procedures governing the internal functions of the offices which shall conform to this chapter.
9501.3Any authority conferred on the CO by this chapter may be further delegated in writing by the CO, after consultation with the Executive Director or his designee, unless otherwise provided herein and shall include clear written actions on the limitations of the authority being delegated. The delegations shall remain in effect unless modified or until revoked in writing.
9501.4In no instance shall a Hospital official designated as a contracting officer be delegated any greater contracting authority than that from whom it was delegated.
9501.5Only an appointed contracting officer is authorized to enter into, administer, and terminate contracts. However, he/she may bind the Hospital only to the extent of the contracting authority set forth under §9501.3.
