Section 24-700. SPEECHES AND PUBLIC ADDRESSES

700.1No person shall be permitted to make or deliver any address, speech, or sermon upon any subject whatever in or upon any street, avenue, alley, footway, highway, or other public space in the District of Columbia without first obtaining a permit in writing from the Chief of Police.
700.2The permit shall designate the time and precise location where the address, speech, or sermon may be given.
700.3A person or entity granted a permit in accordance with this chapter for an event where 100 or more attendees are anticipated shall provide infrastructure onsite for the separation and recycling of recyclable waste generated at the event. A permit holder who violates this subsection shall be subject to a fine of up to $5,000 per day.
