6445.1No person shall own, operate, or manage a swimming pool or spa pool without a valid license issued by the Department.

6445.2No person shall serve as a swimming pool and spa operator without a valid swimming pool and spa operator's permit issued by the Department.

6445.3No person shall construct, install, renovate or retrofit any swimming pool or spa without first having received written approved from the Department of Health and the District of Columbia Department of Consumer and Regulatory Affairs.
