1602.1A duly authorized agent of the Department may condemn and forbid the sale of, or cause to be removed and destroyed, any equipment, or device found in a massage establishment or health spa facility the use of which does not comply with these regulations, or that is being used in violation of these regulations, or that because of dirt, filth, extraneous matter, corrosion, open seams, or chipped or cracked surfaces is unfit for use.
