Section 27-1550. TWO-STEP SEALED BIDDING

    1550.1A two-step sealed bidding method may be used for procurements requiring technical proposals, particularly those involving complex procurements.

     

    1550.2The two-step sealed bidding method shall be conducted as follows:

     

    (a)  The first step shall involve the solicitation of technical proposals, evaluation of proposals, and if necessary, discussions of the proposals; and

     

    (b)  The second step shall involve the submission of sealed bid prices by those who submitted acceptable technical proposals in step one.

     

    1550.3The contracting officer shall not request, and a bidder shall not submit, price or price information in step one.

     

    1550.4The contracting officer shall determine the acceptability of the goods or services offered through clarification and discussion, if necessary, relating  to technical proposals.

     

    1550.5Bids submitted shall be evaluated and awards made in accordance with the provisions of this chapter.
