Section 27-2400. GENERAL PROVISIONS

 

2400.1The contracting officer shall use the types of contracts described in this chapter for all types of procurement, except as otherwise provided for certain small purchases under chapter 18 of this title.

 

2400.2In accordance with § 309 of the D.C. Procurement Practices Act of 1985 (the "Act"), D.C. Code § 1-1183.9, the cost-plus-a-percentage-of-cost type of contract shall not be used.

 

2400.3The contracting officer shall select the type of contract that is most appropriate to the circumstances of each procurement, in accordance with the provisions of this chapter.

 

2400.4In procurements by other than competitive sealed bids, the contracting officer may negotiate a contract type and price (or estimated cost and fee) that will result in reasonable contractor risk and provide the contractor with the greatest incentive for efficient and economical performance.
