Section 27-2626. COST ESTIMATE FOR ARCHITECT-ENGINEER CONTRACTS

2626.1An independent District estimate of the cost of architect-engineer services shall be prepared by or under the direction of the contracting officer before commencing negotiations in accordance with §2627 for each proposed contract or contract modification estimated to exceed ten thousand dollars ($10,000).
2626.2The estimate shall be prepared by the agency requesting the services, or under the direction of the contracting officer at the request of that agency.
2626.3The agency estimate, or request for an estimate, shall be forwarded to the contracting officer with the request for the services.
2626.4Access to information concerning the District estimate shall be limited to District personnel and agents whose official duties require knowledge of the estimate. The overall amount of the District's estimate shall not be disclosed except as permitted by this title.
2626.5The contracting officer may make an exception to §2626.4 during contract negotiations to allow the contracting officer to identify a specialized task and disclose the associated cost breakdown figures in the District estimate, but only to the extent deemed necessary to arrive at a fair and reasonable price. The overall amount of the District's estimate shall not be disclosed.
