Section 29-200. ISSUANCE OF LICENSES

    200.1Licenses to operate vending facilities within the Blind Vendors Program (also referred to in this chapter as the “Program” or the Randolph-Sheppard Vending Facilities Program (RSVFP)) shall be issued only to blind persons who meet the following criteria:

     

    (a)Reside in the District at the time of licensing;

     

    (b)Are United States citizens;

     

    (c)  Meet the definition of a blind person in accordance with Section 299 of this chapter;

     

    (d)  Successfully complete the Program’s training requirements pursuant to Section 210 of this chapter; and

     

    (e)  Obtain a local DC metropolitan police and Federal Bureau of Investigation clearance. 

     

    200.2Licenses shall be issued only to persons who are certified by the licensing agency as qualified to operate a vending facility.

     

    200.3Primary preference shall be given to blind persons who are jobless and in need of employment.
