2100.1 This chapter governs the implementation of Chapter I, §2036 of Pub. L. 100-690, the Anti-Drug Abuse Act of 1988, to make available start-up loans for self-help housing for four (4) or more recovering substance abusers.
2100.2 This Chapter shall be administered by the Director of the Department of Human Services (the Department) of the Government of the District of Columbia.
2100.3 The Department shall make loans to eligible groups and entities in amounts up to but not to exceed four thousand dollars ($4,000).
