Chapter 29-21. SMALL START-UP LOANS TO ESTABLISH SELF-HELP HOUSING FOR FOUR OR MORE RECOVERING SUBSTANCE ABUSERS |
Section 29-2199. DEFINITIONS

2199.1 The following terms shall have the meanings ascribed:
Group or Entity - Any organization or agency with bylaws, officers and operating policies or a group of at least four (4) or more individuals who have joined together to establish a new recovery house.
Late Payment - Any payment received by the lending agency fifteen (15) or more days after the payment date.
Office of Business and Economic Development - A government agency which reports to the Deputy Mayor for Economic Development.
Office of the Controller - An office located within the D.C. Department of Human Services.
Office of Health Planning and Development - An office located within the Commission of Public Health, D.C. Department of Human Services.
Qualified Health Professional - A person licensed to practice in the District as a physician, psychiatrist, psychologist, registered nurse, or independent clinical social worker, pursuant to the District of Columbia Health Occupations Revision Act of 1985, effective March 25, 1986 (D.C. Code, 2001 Ed. §3-1201.01).
Recovering Substance Abuser - Any alcohol or drug abuser who has been alcohol or drug free for at least three (3) months immediately prior to applying for a loan under these guidelines or an abuser who is satisfactorily enrolled in a treatment program.
