    2500.1The provisions of this chapter shall apply to:

     

    (a) Shelter and supportive housing programs offered by the District of Columbia or by a Provider receiving funding for the program from either the District of Columbia or the federal government, if such funds are administered, whether by grant, contract, or other means, by the Department of Human Services or its designee; and

     

    (b)  Clients of programs covered under paragraph (a) of this subsection.

     

    2500.2In multi-program agencies, the provisions of this chapter shall only apply  to those programs that meet the criteria in subsection 2500.1(a) of this  subsection and clients of those programs. 

     

    2500.3Nothing in this chapter shall be construed to create an entitlement (either direct or implied) on the part of any individual or family to any services within the Continuum of Care, other than shelter in severe weather conditions as authorized by sections 7(c) and 9(5) of the Homeless Services Reform Act of 2005 (Act), effective October 22, 2005 (D.C. Law 16-35; D.C. Official Code §§ 4-753.01(c) and 4-754.11(5) (2008 Repl.)).
