Section 29-5832. ELIGIBILITY FOR DIVERSION PAYMENTS

    5832.1The Department shall determine whether a TANF applicant is eligible for a Diversion Payment by applying the standards set forth in this section.

     

    5832.2A TANF applicant may be eligible for a Diversion Payment pursuant to Section 581 of the District of Columbia Public Assistance Act of 1982, as amended, 'if the applicant meets all of the following conditions:

     

    (a)Completes and signs an application for TANF and a Customer Statement of Need form;

     

    (b)Is employed, or has a verified offer of employment;

     

    (c)Has an immediate, short term financial need, which if resolved, will allow the applicant to continue, or accept, employment;

     

    (d)Passes the TANF asset test, except that the applicant's vehicle is excluded in determining eligibility for a Diversion Payment only;

     

    (e)Passes the TANF income test, except the income of an applicant who would risk losing his or her job if the Diversion Payment assistance was not provided is excluded when determining eligibility for a Diversion Payment only;

     

    (f)Agrees to accept a Diversion Payment in lieu of monthly TANF assistance; and

     

    (g)Signs the Customer/Agency Agreement for a Diversion Payment form.

     

    5832.3All TANF applicants who apply for a Diversion payment shall be screened to determine whether they are eligible for Food Stamp benefits or Medicaid benefits.
