Section 30-2203. TIME FOR SUBMISSION OF BIDS

2203.1The contracting officer shall provide a reasonable time for prospective bidders to prepare and submit bids in all IFB's, consistent with the needs of the Agency, but in no event less than the thirty (30) days required for public notice under §2202.

2203.2When establishing a reasonable bidding time, the contracting officer, shall consider the following factors:

(a) The degree of urgency of the need for the procurement;

(b) The complexity of the procurement requirements;

(c) The anticipated extent of subcontracting; and

(d) The normal mailing time for both invitations and bids.
