Section 31-221. COMMENCEMENT OF RATE MAKING PROCEEDINGS

221.1A petition for rate making may be filed by any person.

221.2The Panel, on its own motion or on the petition of any person, at any time, may order a formal investigation for matters described in § 220.1.

221.3Orders initiating a proceeding pursuant to this section shall indicate the nature of the matters to be considered, and shall be served upon each person who is the subject of the order.

221.4No fees shall be charged for the commencement of any proceeding or the filing of any pleading or other papers.
