Section 5-D101. APPLICABILITY

 

101.1These rules apply to the procurement of goods or services, including construction services, by the Office: 

 

(a)Whether through purchase or lease; and

 

(b)Whether the goods or services are already in existence or must be developed.

 

101.2A procurement of goods or services does not include any goods or services that the Office may acquire as a gift, on a pro bono basis, or pursuant to agreements with any agency of the District or federal governments.

 

101.3These rules do not apply to: 

 

(a)The purchase or lease of real property by the Office;

 

(b)The disposition of real or personal property by the Office; or  

 

(c)The retaining of individuals to serve as on-site consultants for specific, time-limited assignments.
