Section 5-E3022. PARENT SURROGATE

3022.1The LEA shall ensure that the rights of a child with a suspected or identified disability are protected by the appointment of a surrogate parent when:

(a)A parent cannot be identified, or

(b)The LEA, after reasonable efforts, cannot discover the whereabouts of a parent.

(c)The child with a suspected or identified disability who is a ward of the District, where needed.
