Section 5-E3707. SMALL PURCHASES

    3707.1Separate purchases, not to exceed an aggregate amount of fifteen thousand dollars ($15,000), shall be made in accordance with small purchase procedures promulgated by the Superintendent.

     

    3707.2Purchasing requirements shall not be artificially divided so as to constitute a small purchase.

     

    3707.3The manner of securing quotations and the nature and extent of documentation to be required for small purchases shall be determined by the Superintendent or his or her designee, but shall be limited to a minimum consistent with the objectives of reducing the cost of handling small purchases.

     

    3707.4Small purchases procedures shall not be used other than for supplies or materials or articles ordinarily available in the open market.

     

    3707.5To the extent feasible, solicitation of quotations shall be effected with at least three (3) sources with written response. If time constraints necessitate solicitation by telephone, written confirmation shall be obtained for any quotation received.

     

    3707.6Purchase orders shall be utilized to effectuate small purchases.
