Section 5-E515. SCHOOL OFFICERS: GENERAL HIRING POLICY

    515.1The requirements and procedures set forth in §§ 514 through 519 shall apply to the screening and evaluation of persons to fill the following positions within the Public Schools of the District of Columbia:

     

    (a)Principal;

     

    (b)Assistant Principal; and

     

    (c)Any other position in grades EG 12-15 and ET 3-14 designated by the Superintendent of Schools or the Board of Education.

     

    515.2Community participation on interview panels pursuant to § 517 shall not be required for any position other than the position of principal.

     

    515.3All school officer positions shall be filled on the basis of qualifications and aptness for the particular position and shall be filled according to the competitive procedures in this chapter.

     

    515.4Recommendations for all appointments to positions covered by § 515.1 shall be made through the use of the screening and evaluative procedures provided in this chapter, except when a lateral transfer or reassignment is effected by the Superintendent.

     

    515.5If candidates being considered for a school officer position possess relatively comparable qualifications and display comparable qualifications for the position, priority shall be given to promotion from within the Public Schools of the District of Columbia.

     

    515.6Members of the community shall be encouraged to identify and recommend persons whom they consider qualified for school officer positions and to participate in the evaluation process pursuant to this chapter.
