    557.1A Hearing Examiner or Board member shall withdraw from proceedings whenever that person has a conflict of interest.

     

    557.2In any case in which a Hearing Examiner fails to withdraw from a proceeding as has been requested by a party, the Hearing Examiner shall state the reason for his or her decision on the record. The Board shall consider the request at the time the entire case is transmitted and shall take appropriate action.
