Section 7-1606. CONTRACTING OFFICERS

1606.1Contracting Officers have only such authority delegated to them pursuant to § 1605.2.
1606.2Contracting Officers have discretion to determine the method of procurement, project delivery and type of contract to use for each requirement, unless this function is excluded from the delegation of contracting authority.
1606.3Contracting Officers shall determine responsive bids and responsible offerors. A responsive bid is a response to a solicitation which conforms in all material respects to the solicitation.
1606.4A responsible offeror has the capability in all respects to perform fully the contract requirements, and the integrity and reliability which will assure good faith performance.
