    District of Columbia’s Fiscal Year 2014

    Consolidated Annual Performance Evaluation Report (CAPER)

     

     

    Michael P. Kelly, Director, Washington, DC Department of Housing and Community Development (DHCD or the Department) will conduct a public hearing on Wednesday, November 19, 2014, at 6:30 p.m., in the DHCD Housing Resource Center, located at 1800 Martin Luther King Jr., Avenue, SE, 1st floor. This hearing is an opportunity to discuss the District’s Fiscal Year (FY) 2014 performance in its use of funds received from the US Department of Housing and Urban Development (HUD).  DHCD received approximately $32 million in annual formulaic grants from HUD in Fiscal Year 2014 through four programs: the Community Development Block Grant (CDBG); the HOME Investment Partnership; the Emergency Solutions Grant (ESG); and Housing Opportunities for Persons with AIDS (HOPWA).  DHCD administered the CDBG and HOME funds directly while the Washington, D.C. Department of Human Services (DHS) administered the ESG funds through an agreement with the Community Partnership for the Prevention of Homelessness and the Washington D.C. Department of Health (DOH) administered  HOPWA funds for the District and portions of Maryland, Virginia, and West Virginia that are part of the Washington, D.C. Metropolitan Statistical Area.

     

    In preparation for the submission of the FY 2014 Consolidated Annual Performance and Evaluation Report (CAPER) to HUD, DHCD is soliciting public comment on the District’s effectiveness during FY 2014 at using federal funds to meet the District’s housing and community development needs.  These comments will form part of DHCD’s and the District’s evaluation, as required by federal regulations (24 CFR 91.520).  This hearing is reserved for a discussion of the DHCD’s FY 2014 performance.
