NOTICE OF PROPOSED RULEMAKING
The Director of the Department of Transportation (Department), pursuant to the authority set forth in sections 5(3)(D) and 6(b) of the Department of Transportation Establishment Act of 2002, effective May 21, 2002 (D.C. Law 14-137; D.C. Official Code §§ 50-921.04(3)(D) and 921.05(b)) (transferring the parking management function previously delegated to the Department of Public Works under section III (H) of Reorganization Plan No. 4 of 1983), and 24 DCMR § 3304.8 hereby gives notice of the adoption of the following rulemaking to amend Chapter 40, “Traffic Signs and Restrictions at Specific Locations,” of Title 18, “Vehicles and Traffic," of the District of Columbia Municipal Regulations (DCMR).
In conformity with 24 DCMR § 3304, the proposed rulemaking would provide a special no parking zone outside the headquarters of Double Decker Tours, Inc., at the corner of 10th Street, N.W., and F Street, N.W., to allow Double Decker Tours, Inc., to park their buses. In addition, the proposed rulemaking will establish a no stopping or standing zone along a portion of 10th Street, N.W., for tour bus pick up and drop off. Final rulemaking action shall not be taken in less than thirty (30) days after the date of publication of this notice in the D.C. Register.
Chapter 40, TRAFFIC SIGNS AND RESTRICTIONS AT SPECIFIC LOCATIONS, of Title 18, VEHICLES AND TRAFFIC, of the DCMR is amended as follows:
Section 4027, SIGHTSEEING LIMOUSINE AND BUS STANDS, is amended by amending subsection 4027.1 by adding the following to the list of locations where parking is to be limited as specified:
(b) F Street, N.W.
From a point approximately 28 feet west of 10th Street, N.W., to a point approximately 70 feet west of 10th Street, N.W., on the south side, “No Stopping or Standing, 8 a.m. to 9 p.m., Daily, Double Decker Bus Only”.
(c) 10th Street, N.W.
From a point approximately 45 feet south of F Street, N.W., to a point approximately 90 feet south of F Street, N.W., on the west side, “No Stopping or Standing, 8 a.m. to 9 p.m., Daily, Double Decker Bus Only”.
From a point approximately 90 feet south of F Street N.W., to a point approximately 165 feet south of F Street, N.W., on the west side, “No Stopping or Standing, tour bus pick up and drop off only, 7 a.m. to 6:30 p.m., Daily”.
