    IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

    To declare the existence of an emergency with respect to approve Option Year Two of Contract No. DCHBX-2013-C-0001 with Maximus Health Services, Inc., to design, implement, and operate the District of Columbia Exchange Contact Center (“ECC”) with a robust capability to provide consumers with over-the-phone and web-based services for Medicaid and private health insurance, and small business (“SHOP”) health insurance eligibility, enrollment, and related assistance using the new District of Columbia Access System (“DCAS”). 

     

     

    RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Contract No. DCHBX 2013-C-0001 Option Year Two Approval and Payment Authorization Emergency Declaration Resolution of 2014”. 

     

    Sec. 2.  (a)  There exists an immediate need to approve the exercise of Option Year Two for Contract No. DCHBX 2013-C-0001 with Maximus Health Services, Inc., and to authorize payment for services received and to be received under the contract in an amount not to exceed $5,784,204.  

    (b)  The Health Benefit Exchange Authority exercised Option Year Two for the period from October 1, 2014, through September 30, 2015, in the amount of $5,784,204 to continue the necessary function of government services under the contract.     

    (c)  Approval is necessary for Option Year Two in the amount of $5,784,204 to allow these vital services required for all health exchanges under the Affordable Care Act to continue.   Without this approval, the contact center operations will be jeopardized, residents and small businesses could lose the ability to receive web-based and telephone assistance with enrollment, and the District could be in violation of federal law.

     

    Sec. 3.  The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Contract No. DCHBX 2013-C-0001 Option Year Two Approval and Payment Authorization Emergency Act of 2014 be adopted after a single reading.

     

    Sec. 4.  This resolution shall take effect immediately.
