IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Contract No. DCGO-2012-C-0022 to provide student transportation services and to authorize payment for the services received and to be received under that contract.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Contract No. DCGO-2012-C-0022 Approval and Payment Authorization Emergency Declaration Resolution of 2012”.
Sec. 2. (a) There exists an immediate need to approve Contract No. DCGO-2012-C-0022 with Medical Transportation Management, Inc. (“MTM”), to provide student transportation services and to authorize payment for the services received and to be received under that contract.
(b) On December 9, 2011, the Office of Contracting and Procurement (“OCP”), on behalf of the Office of the State Superintendent of Education, entered into a letter contract with MTM to provide student transportation services for 90 days in an amount not to exceed of $990,000.
(c) On January 18, 2012, the OCP definitized Contract No. DCGO-2012-C-0022 with MTM.
(d) On March 8, 2012, by Modification No.1, OCP modified Contract No. DCGO-2012-C-0022 to extend the period of performance to April 6, 2012, and to increase the total estimated amount for the services to $1,608,350.
(e) Council approval is necessary as the contract is for more than $ 1 million during a 12-month period.
(f) Council approval is necessary to allow the continuation of these vital services. Without this approval, MTM cannot be paid for services provided in excess of $1million.
Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that Contract No. DCGO-2012-C-0022 Approval and Payment Authorization Emergency Act of 2012 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
