    District of Columbia’s Fiscal Year 2012

    Consolidated Annual Performance Evaluation Report (CAPER)

     

    Michael P. Kelly, Acting Director, D.C. Department of Housing and Community Development (DHCD or the Department) will hold a public hearing on Wednesday, November 28, 2012, to discuss the District’s Fiscal Year (FY) 2012 performance in its use of funds received from the U.S. Department of Housing and Urban Development (HUD).  DHCD received approximately $33,285,683 from HUD in Fiscal Year 2012 through four programs: the Community Development Block Grant (CDBG) Program; the HOME Investment Partnerships Program; the Emergency Shelter Grant (ESG) Program; and the Housing for Persons with AIDS (HOPWA) Program.  DHCD administers the CDBG and HOME funds directly; the Department entered into an agreement with the Community Partnership for the Prevention of Homelessness to administer the ESG grant; and transferred the HOPWA grant to the D.C. Department of Health.

     

    In preparation for the submission of the FY 2012 Consolidated Annual Performance and Evaluation Report (CAPER) to HUD, DHCD is soliciting public comments on the District’s effectiveness during FY 2012 at using federal funds to meet the District’s housing and community development needs.  These comments will form part of DHCD’s and the District’s evaluation, as required by federal regulations (24 CFR 91.520).  This hearing is reserved for a discussion of the District’s FY 2012 performance.

     

    The hearing will be held on Wednesday, November 28, 2012, at the Department of Housing and Community Development, 1800 Martin Luther King Jr., Avenue, SE, 1st floor conference room from 6:30 pm – 8:30 pm.  If you would like to testify, you are encouraged to register in advance either by e-mail at DHCDEVENTS@dc.gov or by calling (202)442-6993.  Please provide your name, address, telephone number, and organization affiliation, if any. 

     

    Telecommunications Device for the Deaf (TDD) relay service will be provided by calling (800) 201-7165. Sign language interpretation and language translation services will be available upon request by calling Ms. Pamela Hillsman, seven days prior to the hearing on (202) 442-7251.  Persons, who require interpretation or language translation, must specify the language of preference (i.e. Spanish, Vietnamese, Chinese-Mandarin/Cantonese, Amharic, or French).  Language interpretation service will be provided to pre-registered persons only. Bilingual staff will provide services on an as needed basis to walk-ins without registration.
