Notice of Reprogramming Requests
Pursuant to DC Official Code Sec 47-361 et seq. of the Reprogramming Policy Act of 1990, the Council of the District of Columbia gives notice that the Mayor has transmitted the following reprogramming request(s)
A reprogramming will become effective on the 15th day after official receipt unless a Member of the Council files a notice of disapproval of the request which extends the Council’s review period to 30 days. If such notice is given, a reprogramming will become effective on the 31st day after its official receipt unless a resolution of approval or disapproval is adopted by the Council prior to that time.

Reprog. 19-218: Request to reprogram $508,000 of Local Funds Budget Authority within the Office of the Chief Financial Officer (OCFO) was filed in the Office of the Secretary on October 12, 2012. This reprogramming supports the cost of the establishment of the Tax Revision Commission.

Reprog. 19-219: Request to reprogram $1,550,000 of Local Funds Budget Authority from the Non-Departmental Account to the Disability Compensation Fund (DCF) was filed in the Office of the Secretary on October 15, 2012. This reprogramming ensures that DCF’s budget is sufficient to support services for injured District employees, including Return to Work job training and vocational rehabilitation services.

Reprog. 19-220: Request to reprogram $2,600,000 of Local Funds Budget Authority within the Disability Compensation Fund (DCF) was filed in the Office of the Secretary on October 15, 2012. This reprogramming ensures that DCF’s budget is sufficient to cover projected indemnity claims for the remainder of fiscal year 2012.

Reprog. 19-221: Request to reprogram $10,000,000 of Local Funds Budget Authority from the Non-Departmental Account and the Emergency and Contingency Reserve Fund to the Department of Human Services (DHS) was filed in the Office of the Secretary on October 15, 2012. This reprogramming will enable DHS to redesign the Temporary Assistance for Needy Families program.

Reprog. 19-222: Request to reprogram $1,021,899 of Local Funds Budget Authority within the Department of Mental Health (DMH) was filed in the Office of the Secretary on October 15, 2012. This reprogramming ensures that DMH will be able to cover increased costs associated with mental health services beneficiaries as well as underestimated telecommunications expenses.

Reprog. 19-223: Request to reprogram $2,904,000 of Fiscal Year 2012 Special Purpose Revenue Funds Budget Authority within the D.C. Lottery and Charitable Games Control Board (DCLB) was filed in the Office of the Secretary on October 15, 2012. This reprogramming realigns funds between games programs to accommodate projected increases and decreases in sales and operating cost.

Reprog. 19-224: Request to reprogram $600,000 of Capital Funds Budget Authority and Allotment within the Department of General Services was filed in the Office of the Secretary on October 16, 2012. This reprogramming is needed to support the cost of capital improvements to support additional cost being incurred in the implementation of project R6701C, Bald Eagle Recreation Center, because of the need to address existing site conditions found by the design-build contractor and additional scope of work added to the project by the Department of Parks and Recreation.

Reprog. 19-225: Request to reprogram $700,000 of Special Purpose Revenue Funds Budget Authority from the Office of Cable Television to the Pay-As-You-Go Capital Account was filed in the Office of the Secretary on October 16, 2012. This reprogramming is needed to support the renovation and relocation of OCT from its current location at 3007 Tilden Street, N.W. to the new headquarters at 1949 9th Street, N.E. during Fiscal Year 2013.

Reprog. 19-226: Request to reprogram $1,980,173 of Local Funds Budget Authority within the Department of Health Care Finance (DHCF) was filed in the Office of the Secretary on October 16, 2012. This reprogramming ensures that DHCF’s Medicaid Provider payments align with actual spending.

Reprog. 19-227: Request to reprogram $1,832,200 of Local Funds Budget Authority within the Office of the Chief Financial Officer (OCFO) was filed in the Office of the Secretary on October 16, 2012.
