    The Office of the State Superintendent of Education (OSSE), Division of Early Childhood Education will hold a public hearing to discuss a proposed rulemaking applicable to Pre-kindergarten Education in the District of Columbia. The proposed rules, were published in the District of Columbia Register (DCR) on September 17, 2010, at 57 DCR 38. OSSE invites public comment on these rules at the public hearing and through the written comment period which has been extended through December 17, 2010, as announced on October 8, 2010 at 57 DCR 41.

     

    The proposed rules affect all publicly-funded Pre-kindergarten programs in the District of Columbia. The proposed rules seek to create uniform expectations and provide state level standards for high quality Pre-kindergarten education programs across all sectors.  This rulemaking will be an integral part in the establishment of an effective early childhood education system to ensure that all District of Columbia children have access to universally high-quality early education programs.

    Individuals wishing to testify at the hearing should contact Ke’Sha Scrivner at (202) 727-1839, or by email at Kesha.scrivner@dc.gov  no later than 5 PM on November 15, 2010. Each person presenting verbal testimony will be limited to five (5) minutes in an effort to allow all individuals an opportunity to be heard.  Individuals representing an organization will be limited to seven (7) minutes total presentation time. Copies of written testimony will be accepted at the hearing. Individuals may request accommodations for disabilities or language access needs in order to participate in the public hearing by contacting Ke’Sha Scrivner at (202) 727-1839, or by email at Kesha.scrivner@dc.gov  no later than 5 PM on November 15, 2010.

     

    Individuals who do not register with the OSSE prior to the hearing may testify based upon a first come-first-serve basis as time permits within the time frame announced for the hearing. On-site assistance with registration will be available prior to the hearing.
