NOTICE OF PROPOSED RULEMAKING
The Executive Director of the District of Columbia Lottery and Charitable Games Control Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321(2007 Repl.); District of Columbia Financial Responsibility and Management Assistance Authority Order issued September 21, 1996; and Office of the Chief Financial Officer Financial Management Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of amendments to chapter 9 of title 30 of the District of Columbia Municipal Regulations (DCMR). This rulemaking creates a new DC FAST PLAY Game entitled 4’s GALORE.
The Executive Director gives notice of his intent to take final rulemaking action to adopt the amendments in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.
Chapter 9, DESCRIPTION OF ON-LINE GAMES, of title 30, LOTTERY AND CHARITABLE GAMES, of the DCMR is amended by adding new sections 963 and 964 to read as follows:
963 4’s GALORE
963.1 The Agency may conduct Fast Play games called 4’s GALORE to the public and for such time periods as determined by the Executive Director.
963.2 4’s GALORE is an instant ticket style game that is printed and played through the Agency agent’s online terminal.
963.3 Each ticket costs two dollars ($2) and has four (4) games play per ticket.
963.4 Section 964 of this chapter states the 4’s GALORE prizes and the fixed payout level. Additionally, the overall odds are printed on the game ticket.
963.5 4’s GALORE tickets are drawn from a pool of two hundred forty thousand (240,000) tickets. The drawn ticket is randomly chosen from the pool. In the system all the possible combinations that give winning and non-winning tickets are stored in the pool. Tickets are sorted in the pool in a way that follows the percentage of winners and non-winners described in the game specification.
963.6 There will be no bet slip entry for "DC FAST PLAY 4’s GALORE.
963.7 Each ticket will have the “DC FAST PLAY Games” logo printed on the top of the ticket followed by the “4’s GALORE” logo.
963.8 The prize that can be won in each game must be displayed. If there can be more than one (1) win on a ticket, it must be stated on the ticket.
963.9 Each single ticket will have fifteen (15) randomly generated player numbers “Your Numbers” with no duplicate numbers between one (1) and fifty (50).
963.10 Each game will consist of three (3) unique winning numbers and each winning number will have a corresponding amount. There will be a random dollar amount associated with each of the random winning numbers.
963.11 Each game will consist of a Bonus Symbol. If the bonus symbol is a “4” the prize associated with the Winning Number matched to Your Numbers is doubled.
963.12 Bonus symbol “4” will only be displayed if a game results in a win for the player.
963.13 Only bonus symbols “Bar” and “4” will be used. “Bar” symbol is a non-winning bonus symbol and “4” is a winning bonus symbol.
963.14 The player can win the same amount multiple times per game by matching more than one (1) winning number to “Your Numbers.”
963.15 The player can win the same amount multiple times per game.
963.16 The player matches the “Your Numbers” to the Winning Numbers. The Player wins the amount associated with the Wining Number.
963.17 If the “Game” has a Bonus Symbol of “4” double the prize of the number matched.
964 4’s GALORE PRIZE POOL AND PRIZE STRUCTURE
964.1 4’s GALORE tickets will be drawn from a pool of two hundred forty thousand (240,000) tickets.
964.2 When the ninety-five percent (95%) is achieved, a new prize pool will be opened with a ratio of ten to one (10:1) (new/old) until the original prize pool is sold out.

All persons desiring to comment on the subject matter of this amended proposed rulemaking should file comments in writing no later than thirty (30) days from the date of publication of this notice in the D.C.
