    NOTICE OF PROPOSED RULEMAKING

     

    The Executive Director of the District of Columbia Lottery and Charitable Games Control Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321(2007 Repl.); District of Columbia Financial Responsibility and Management Assistance Authority Order issued September 21, 1996; and Office of the Chief Financial Officer Financial Management Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of amendments to chapters 9 of title 30 of the District of Columbia Municipal Regulations (DCMR). These amendments are necessary to implement the DC FAST PLAY Game PIGGY BANK BUCKS.

    The Executive Director gives notice of his intent to take final rulemaking action to adopt the amendments in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.

     

    Chapter 9, DESCRIPTION OF ON-LINE GAMES, of title 30, LOTTERY AND CHARITABLE GAMES, of the DCMR is amended by adding new sections 965 and 966 to read as follows:

     

    965                  PIGGY BANK BUCKS

    965.1               The Agency shall conduct Fast Play games called PIGGY BANK BUCKS to the public and for such time periods as determined by the Executive Director.

    965.2               PIGGY BANK BUCKS is an instant ticket style game that is printed and played through the Agency agent’s online terminal.

    965.3               Each ticket costs one dollars ($1) and has one (1) play per ticket.

    965.4               Section 966 of this chapter states the PIGGY BANK BUCKS prizes and the fixed payout level overall odds. Additionally, the overall odds are printed on the game ticket. 

    965.5               PIGGY BANK BUCKS tickets are drawn from a pool of two hundred forty thousand (240,000) tickets.  The drawn ticket is randomly chosen from the pool.  In the system all the possible combinations that give winning and non-winning tickets are stored in the pool. Tickets are sorted in the pool in a way that follows the percentage of winners and non-winners described in the game specification.

    965.6               There will be no bet slip entry for DC FAST PLAY PIGGY BANK BUCKS.

    965.7               Each ticket will have the “DC FAST PLAY Games” logo printed on the top of the ticket followed by the “PIGGY BANK BUCKS” logo.

    965.8               The prize that can be won in each game must be displayed. 

    965.9               Each ticket will have nine (9) numbered coins with no duplicate numbers between one (1) and forty (40).

    965.10             Each ticket will have eight (8) random “YOUR PIGGY BANK NUMBERS” with no duplicate numbers between one (1) and forty (40)..

    965.11             There will be a random dollar amount associated with each of the randomly numbered coins from one (1) and forty (40) in the “PIGGY BANK.”

    965.12             The player matches the “YOUR PIGGY BANK NUMBERS” to the numbered coins in the “PIGGY BANK.”  The player wins the amount associated with the remaining coin. 

    966                  PIGGY BANK BUCKS PRIZE POOL AND PRIZE STRUCTURE

     

    966.1               PIGGY BANK BUCKS tickets will be drawn from a pool of two hundred forty thousand (240,000) tickets.

    966.2               When the ninety-five percent (95%) is achieved, a new prize pool will be opened with a ratio of ten to one (10:1) (new/old) until the original prize pool is sold out.

    All persons desiring to comment on the subject matter of this amended proposed rulemaking should file comments in writing no later than thirty (30) days from the date of publication of this notice in the D.C.
