IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To declare the existence of an emergency with respect to the need to approve Modification No. 23 to Contract No. DCHC-2008-D-5054 with Unison Health Plan National Capital Area, to provide healthcare services to District residents enrolled in Medicaid managed care.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Contract No. DCHC-2008-D-5054 Modification No. 23 Approval and Payment Authorization Emergency Declaration Resolution of 2012”.
Sec. 2. (a) There exists an immediate need to approve a contract modification to provide healthcare services to District residents enrolled in Medicaid managed care.
(b) The Office of Contracting and Procurement (“OCP”), on behalf of the Department of Health Care Finance, awarded a contract to Unison Health Plan National Capital Area, Inc. d/b/a United Healthcare Community Plan (“Unison”) on May 1, 2008, to provide these services. The term of the contract is for a base year and 4 option years. OCP exercised option years 1, 2 , and 3, and partially exercised option year 4 for the period May 1, 2012, through September 30, 2012.
(c) On October 2, 2012, OCP issued Modification No. 23 that partially exercised option year 4 further for the period October 1, 2012, through April 30, 2013, in the not-to-exceed amount of $340,940,705.
(d) Council approval of Modification No. 23 is necessary as this modification is of more than $1 million in a 12-month period and to allow the District to continue to receive the benefit of these vital services from Unison.
Sec. 3. The Council of the District of Columbia determines that the circumstances enumerated in section 2 constitute emergency circumstances making it necessary that the Contract No. DCHC-2008-D-5054 Modification No. 23 Approval and Payment Authorization Emergency Act of 2012 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
