    FOR THE PURPOSE OF CONSIDERING THE FOLLOWING:

     

    CASE NO. 11-21 (Office of Planning - Map & Text Amendments @ St. Elizabeths East Campus)

     

    THIS CASE IS OF INTEREST TO ANC 8C   

     

    On November 4, 2011, the Office of Zoning received a report that served as a petition from the District of Columbia Office of Planning requesting amendments to the Zoning Map and to § 901 of the Zoning Regulations (11 DCMR).  The map amendment would zone the currently unzoned land occupied by Building 102 and Building CT-1 at the St. Elizabeths East campus into the W-1 Zone District.  The text amendment would permit light manufacturing, packaging, distribution, research and development, office, and wholesale uses in Building 102 and all such uses other than distribution in Building CT-1.

     

    At its regularly scheduled public meeting on November 14, 2011, the Zoning Commission set down this case for a public hearing. The Commission also took action to adopt the amendments on an emergency basis and authorized the issuance of a notice of proposed rulemaking. The Commission further authorized the immediate advertisement of this hearing by waiving the 20-day period between receipt of a supplement filing and publication, as stated in § 3013.1.

    The text of Title 11 of the District of Columbia Municipal Regulations, ZONING, is proposed to be amended as follows:

     

    Chapter 9, WATERFRONT DISTRICTS, Section 901, USES AS A MATTER OF RIGHT (W), is amended by adding a new subsection 901.7 to read as follows:

     

    901.7   In the W-1 district, light manufacturing, packaging, distribution, research and development, office, and wholesale uses are permitted as a matter of right on the St. Elizabeths East Campus only as follows:

     

    (a)        All of these uses are permitted in Building 102;

     

    (b)        All of these uses, except distribution, are permitted in Building CT-1; and

     

    (c)        There shall be no external additions to either Building 102 or Building CT-1.

     

    Proposed amendments to the Zoning Regulations and Map of the District of Columbia are authorized pursuant to the Zoning Act of 1938, approved June 20, 1938 (52 Stat. 797; D.C. Official Code § 6-641.01 et seq.)

     

    The public hearing on this case will be conducted as a rulemaking in accordance with the provisions of § 3021.  The Commission will impose time limits on testimony presented to it at the public hearing.
