    NOTICE OF PROPOSED RULEMAKING

     

    The Executive Director of the District of Columbia Lottery and Charitable Games Control Board, pursuant to the authority set forth in D.C. Official Code §§ 3-1306 and 3-1321(2007 Repl.); District of Columbia Financial Responsibility and Management Assistance Authority Order issued September 21, 1996; and Office of the Chief Financial Officer Financial Management Control Order No. 96-22 issued November 18, 1996, hereby gives notice of the adoption of amendments to chapter 9 of title 30 of the District of Columbia Municipal Regulations (DCMR).  This rulemaking creates a new DC FAST PLAY Game entitled BLACKJACK .

    The Executive Director gives notice of the intent to take final rulemaking action to adopt the amendments in not less than thirty (30) days from the date of publication of this notice in the D.C. Register.

    Chapter 9, DESCRIPTION OF ON-LINE GAMES, of title 30, LOTTERY AND CHARITABLE GAMES, of the DCMR is amended by adding new sections 969 and 970 to read as follows:

     

    969                  BLACKJACK

    969.1               The Agency may conduct Fast Play games called BLACKJACK to the public and for such time periods as determined by the Executive Director.

    969.2               BLACKJACK  is an instant ticket style game that is printed and played through the Agency agent’s online terminal.

    969.3               Each ticket costs five dollars ($5) and has one (1) game play per ticket.

    969.4               Section 970 of this chapter states the BLACKJACK  prizes and the fixed payout levels. Additionally, the overall odds and PRIZE LEGEND are printed on the game ticket. 

    969.5               BLACKJACK  tickets are drawn from a pool of two hundred forty thousand (240,000) tickets.  The drawn ticket is randomly chosen from the pool.  In the system all the possible combinations that give winning and non-winning tickets are stored in the pool. Tickets are sorted in the pool in a way that follows the percentage of winners and non-winners described in the game specification.

    969.6               There will be no bet slip entry for "DC FAST PLAY BLACKJACK.”

    969.7               Each ticket will have the “DC FAST PLAY Games” logo printed on the top of the ticket followed by the “BLACKJACK ” logo.

    969.8               The prize that can be won in each game must be displayed.  If there can be more than one (1) win on a ticket, it must be stated on the ticket.

    969.9               Each single ticket will have one (1) game consisting of nine (9) Hands of two (2) cards each and one (1) Dealer’s Total.

    969.10             No cards will be repeated in the player’s “Hands” in any of their nine (9) plays, all cards will be unique.

    969.11             All Aces will have the value of eleven (11), all Kings, Queens and Jacks will carry the value of ten (10), and all other cards will carry the face value of the card.

    969.12             The player wins by totaling the values of each of the nine (9), two (2) card hands individually and compares each of the hands to the dealer’s total. The player wins by either having the same total or a higher total in a hand than that of the dealer’s total and according to the “PRIZE LEGEND” printed out on every ticket and listed in section 970.

    970                  BLACKJACK  PRIZE POOL AND PRIZE STRUCTURE

    970.1               BLACKJACK  tickets will be drawn from a pool of two hundred forty thousand (240,000) tickets.

    970.2               When the ninety-five percent (95%) is achieved, a new prize pool will be opened with a ratio of ten to one (10:1) (new/old) until the original prize pool is sold out.
